The Dolphin 7400 USB Homebase does not work with Windows 95, Windows 98, or Windows ME.

RESOLUTION

ITScriptNet uses IRSockets to communicate with the PC over the Dolphin 7400 USB Homebase. This IRSockets protocol is only supported by Windows 2000, Windows XP, and higher operating systems. For this reason, the Dolphin 7400 USB Homebase is only supported on Windows 2000 and higher, even though it may be possible to establish an ActiveSync connection to a Windows 98 PC.
